The PSVita port is still in early stages and caghandemir is apparently the main person behind the porting effort.
As great as this sounds we have to hope that Rockstar Games doesn’t stop these people from furthering their work as community-based game remakes have, in the past, created some legal trouble as was the case with AM2R. The port isn’t exactly finished but it’s passed some major milestones.
